Skiles urges shop-at-home, positive outlook

City Manager Mark Skiles continued his introductory tour of Clinton civic clubs this week, visiting the Kiwanis Club Thursday and warning that drought-enforced water restrictions are having an unintended impact on the city’s revenue situation.
“It is a catastrophe for the revenue side,” said Skiles.
Aside from sales taxes, he said cities pay their bills primarily with water and sewer receipts. So if citizens are restricted from watering their yards, as they have been the last couple of summers, not as much money flows into city coffers even if rates are raised, as they have been.
